Fran was born in St. John, New Brunswick, Canada, on May 3, 1949, but was naturalized as a United States citizen on March 26, 1970. She was a member of St. Clement Catholic Church of Plant City, Florida. In 2006, she retired after working 17 years in the Florida Department of Revenue. Fran was a member of the American Federation of State, County, and Municipal Employees Trade Union Board (AFSCME) for more than 30 years and she was co-chair of the Plant City Christmas Parade Committee for many years.
She is survived by her son, Brad Nagel and wife, Leslie; and granddaughter, Halle Kate Nagel all of Noxapater, Mississippi. She was preceded in death by her parents, Arnold and Frances Wittrien Neilsen.
Serving as pallbearers will be Mark Kugle, Hank Powell, John Damon Snow, Jason Swindle, John Swindle, and Ivey Vowell. Memorials may be given to St. Clement Catholic Church, 1104 N. Alexander Street, Plant City, FL 33563.
