Belle was born February 4, 1940, in Greenwood, MS, to Robert Gragg Brown and Dorothy Fair Brown. She was a graduate of Louisville High School and the University of Mississippi with a degree in library science. She was a homemaker and a member of First Presbyterian Church in Louisville. She was preceded in death by her parents and her sister, Sue Hampton Brown
She is survived by two sons, William Hall Forster, Jr. of New York, NY, and Robert Brown Forster of New Orleans, LA; and two grandchildren, William Hall Forster, III, and Charles Otto Forster.
